Procurement Strategy

Introduction

As part of the modernising agenda, and particularly the introduction of the Best Value regime, the Council has produced this Procurement Strategy. Its purpose is to set out a framework for all procurement decisions, so that they are taken in the context of other Council policies and procedures, as well as the legal and other regulatory requirements. It therefore aims to provide improved value for money in the procurement process, thereby assisting the achievement of value for money in the delivery of services or the purchasing of goods.

This strategy is being introduced at a time of great change. The Council is about to make considerable changes in its democratic structures, including the introduction of Overview and Scrutiny Committees and Area Committees. The Council is also in the process of preparing a number of new policies and strategies, including the Community Strategy (which incorporates the LA21 Sustainability Strategy). Because the Procurement Strategy must be consistent with all Council policies, and provide the consistent basis for procurement decisions that further those policies, it is intended that this strategy will be reviewed in not more than three years, by which time these changes will have been implemented.
