Why do we need Financial Regulations?

The Council's Constitution sets out the rules and regulations that the Council must have terms of reference for each of the Boards, the Scheme of Delegation and various other orders.

Financial Regulations are part of the Constitution. The Director of Resources also has statutory duties in relation to the financial administration and affairs of the Council.

Financial Regulations are therefore to protect both the Council and its employees.

How often are Financial Regulations updated?

Any monetary limits set out are amended at least every three years and will be in line with inflation. The context of the Regulations is reviewed every year and any amendments agreed by Resources Board.

What is the difference between Contract Standing Orders and Financial Regulations?

The purpose of Contract Standing Orders is to set clear rules for how we buy goods, works and services. Setting rules for tendering processes and competition requirements means that the Council gets better value for money and that we have a system of openness and accountability.

Financial Regulations cover a variety of topics from general accounting procedures and budgets to travel and subsistence and partnerships in fact anything which relates to how we do things financially. Both Standing Orders and Financial Regulations should be followed.

I would like to know how long the internal audit function has been established in your local council?

The requirement for an Internal Audit function is laid down under statute and has been in existence for as long as this authority, since the early 1970's. The in house team has been established since that time. Prior to that Internal Audit existed in the old Rural District Council.
