1. Updating and Screening Assessment of Air Quality
This process is based upon a checklist to identify any significant changes across the authority since the first round of review and assessment of air quality. The first round in North Warwickshire showed that objective levels for nitrogen dioxide may be exceeded in 2005 in a small area close to where the M6 and M42 motorways meet. As a result an Air Quality Management Area was declared and an Action Plan drawn up for the area. The Updating and Screening Assessment and Action Plan can be seen in the documents section of this page. This type of assessments required every 3 years.
2. Detailed AssessmentThe Updating and Screening Assessment identified a need for further investigation of benzene levels around Kingsbury Oil Terminal. A Detailed Assessment for this area showed that levels are below the objectives and therefore not considered to be a problem. The detailed report can also be seen in the documents section of this page.
Annual Progress Reports are required in between Updating and Screening Assessments and Detailed Assessments. These follow a similar but more simplified checklist approach.
Along with the Environment Agency, North Warwickshire Borough Council is also responsible for the direct regulation of certain industrial processes in the area. Some installation that are known to have an impact on air quality require permit from the authority before they are allowed to operate. These industrial processes are regularly monitored and inspected to ensure that they are complying with the conditions set out in their respective permit. The Council is also obliged to investigate complaints.
What are the objectives of this service and its standards?
The Council has set as one of its objectives to be responding to complaints of statutory nuisance within 3 working days in all cases. It has additional detailed objectives relating to LAQM, such as updating reviews and assessments, statutory consultation, delivery of the action plan and reporting against it. It also has additional detailed objectives relating to the permitting of installations regulated under the Local Air Pollution Control regime [LAPC].
