Business Rates (also known as National Non Domestic Rates) are a tax on non-domestic properties. They are collected by local Councils and paid into a national rating pool.
An amount of money is then redistributed from the national rating pool, back to local Councils and other major local agencies, using a Government formula. The other agencies include:

The Environment Agency
The Council's share of redistributed Business Rates income, together with income from local Council Tax payers, the revenue support grant from the Government and all other income raised through local chargeable services, are used to pay for local services.
