LEADER is part of the Rural Development Programme for England (RDPE) and is part funded by the European Agricultural Fund for Rural Development (EAFRD). The North Warwickshire and Hinckley and Bosworth Local Action Group (NWHB LAG) uses the LEADER approach to promote bottom-up, local decision making.

LEADER is a French acronym and stands for - 'liaison among actors in rural economic development'. LEADER has existed since the 1990s, when the European Commission designed the concept of LEADER. The idea was created from the need to develop a grassroots method which allows local individuals to develop an area by utilising local knowledge, encouraging those that could contribute to rural development to share energy and resources and to form a partnership at a local level.

The LEADER approach is associated with local empowerment through local strategy development and resource allocation. The main tool for the application of the LEADER approach to area development and involving local representatives in decision-making is the Local Action Group (LAG). Therefore, each LEADER area has a LAG, made up of local representatives. The LAG has the task of producing a Local Development Strategy (LDS) and making decisions about the different projects to be financed in order to deliver that Strategy. The overall focus of the NWHB LEADER Programme 2015-2020 is to benefit rural businesses and communities by stimulating economic growth, developing rural businesses and creating new jobs in rural areas.
