Who pays Business Rates?

Usually, the person or company who occupies a non-domestic property is legally obliged to pay the Business Rates bill. If the non-domestic property is unoccupied, the owner or tenant (if the property is leased) or the person entitled to possession when empty will be liable to pay the bill
