Road safety considerations
The practice of placing floral tributes at the scene of a road death incident by bereaved relatives and friends is growing as is the desire to place permanent roadside memorials. There are serious road safety concerns over this practice. As accidents may have occurred where it is not safe to stop or walk on the carriageway, the act of placing a tribute by grieving mourners may create a potentially dangerous situation.
Warwickshire County Council permit floral tributes to remain for a maximum of 30 days (if there is no adverse effect on road safety). After this time they will be removed.
Site visits by mourners should be arranged in conjunction with the Police Family Liaison Officer who can determine whether any traffic management is required.
Permanent memorials, whether in solid form or in the form of planting, create the same problems of safe access whether for repeat visits or maintenance. They may also create problems of visibility and distraction of motorists potentially leading to further tragedy. This authority will not normally, therefore, give permission for the placing of any permanent memorial within the highway boundary.
