Personal Licence

All premises where alcohol is for sale must have a designated premises supervisor what is a Designated Premies Supervisor (opens a new window) who must hold a personal licence.

A personal licence allows an individual to authorise the sale or supply of alcohol. All premises with a premises licence (Licensing Act 2003) need at least one personal licence holder where one of their activities is the sale or supply of alcohol. The only exceptions are for members clubs and certain community premises.

A personal licence is portable throughout England and Wales. A new applicant for a licence must apply to the local authority where they live however if you already hold a personal licence issued by another authority you do not need to apply again just because you have moved. You must contact the authority who issued to licence to update your address. 

If you want to apply for a personal licence you must:

  • be 18 years of age or over: and
  • apply to the licensing authority that covers the area where you normally live.

Apply for a personal licence

Applications can only be submitted to the Licensing Team by post or email. To make an application you must submit the following documentation:

Complete the entire application form along with the disclosure of convictions and declaration form application form (opens in a new window) and submit it together with the fee (£37) and required evidence detailed below:

  • Your 'National Certificate for Personal Licence holders' from an accredited qualification provider opens a new window
  • A  basic criminal record disclosure, you can apply for this online using Disclosure and Barring Service (opens a new window) please note that an criminal record/disclosure certificates must be under 1 month old upon the date that the application is received by the authority
  • Two passport style photographs. One of these must be certified by a professional person on the reverse to state that it is a true likeness of yourself guide to photographs opens a new window
  • Evidence of your right to work proof of right to work in the UK opens a new window

This Authority is under a duty to protect the public funds it administers and to this end may use the information you have provided on this form for the prevention and detection of fraud. It may also share this information with other bodies responsible for auditing or administering public funds for these purposes. 

Will tacit consent apply? 

  • Tacit consent will not apply. 

It is in the public interest that the authority must process your application before it can be granted. If you have not heard from us within a reasonable period, please contact us.  

If 'tacit consent' applies it means that an application is automatically approved if a decision is not made within the above decision period. In all other cases approval can only be obtained following the decision regardless of the time taken. 

Change of personal details, address or loss of personal licence

It is the responsibility of the personal licence holder to notify the licensing authority in writing as soon as possible of any changes to their personal details, if they move address or if their personal licence becomes lost, stolen, damaged or destroyed.

Even if they move out of the Borough, the personal licence remains with the issuing Authority. For a change of personal details you will need to provide:

  • Change to your name or address a completed application form opens a new window
  • evidence of a change of name or of a change of address
  • a statutory fee of £10.50, this can be paid over the phone on 01827 71534, please quote payment code 4000-9280 when calling or by cheque made out in the name of North Warwickshire Borough Council
  • an updated passport sized photograph
  • your original personal licence (photo card and paper counter-part)

If your licence becomes lost, stolen or damaged or destroyed and you require a replacement you will need to provide

  • an updated passport sized photograph

Renewing your personal licence

The Deregulation Act 2015 came into effect on the 1 April 2015, and abolished the requirement to renew personal licences. Instead personal licences will carry on indefinitely until such time that they are either surrendered or revoked.

Using my existing Personal licence, even though it appears to have expired

Because the requirement to renew has been abolished, the expiry date no longer applies.
